
TACTICAL SURVEILLANCE OPERATONS
The TSS series of Tactical Surveillance Operations courses are specifically designed for those officers, agents, investigators and military operators who are conducting technical surveillance support activities in conjunction with undercover criminal investigations, special military reconnaissance operations, and, or Anti/Counterterrorism-oriented. All of the following performance-oriented Programs of Instruction (POI) are academically intense and professionally challenging. The lifetime personal electronic craftsmanship skills learned and extensive “hands-on-the-equipment” Practical Exercise (PRACTEX) training received will ensure individual success in future tactical surveillance operations. TECHNICAL SURVEILLANCE OPERATIONS I is an intense 40 plus hour, hands-on- the-equipment course especially designed for those officers who must use, or supervise the use of covert audio and RF intercept equipment systems in support of undercover law enforcement investigations and operations. This course will teach you how to use technical investigative equipment to consistently produce evidence quality audio tape recordings. Electronics tool kit & digital multimeter included.
TECHNICAL SURVEILLANCE OPERATIONS II (FIXED INSTALLATIONS) is an intense 40 plus hour course which deals exclusively with the installation and concealment of Audio, RF and Video Surveillance Equipment in buildings and structures. Emphasis is placed on long-term operations where target access is difficult; concealment is paramount and operational security (OPSEC) is vital. A fixed installation tool kit is included.
TECHNICAL SURVEILLANCE OPERATIONS III (REMOTE CONTROL OPERATIONS) is a 40 hour program will teach the attendee how to modify equipment and build various manual; RF; Infra red and Microwave transmission and reception systems in order to operate various electronic circuits and relays which will control various functions on a wide assortment of audio, RF, video and other electronic technical surveillance equipment.
TECHNICAL SURVEILLANCE OPERATIONS IV (DIGITAL IMAGING FOR LAW ENFORCEMENT) is a 24 hour, three day course that will teach the student how to use computers to enhance the resolution, definition and overall quality of 35 mm photos, video recordings, and captured digital images.
TECHNICAL SURVEILLANCE OPERATIONS V (MODIFICATION OF CONSUMER ELECTRONICS) is a 40 hour customer driven program, which will teach the attendee how to select and modify a wide variety of readily available, and relatively inexpensive consumer electronics into special purpose investigative devices that can then be used in technical surveillance operations.
VIDEO SURVEILLANCE OPERATIONS I is also a 40 plus hour intense, hands-on- the-equipment program which will teach each attendee how to select, assemble & install/deploy covert video surveillance equipment in support of special operations. This is a techniques oriented course for those officers who are expected to install, conceal and use video equipment to covertly record & preserve the undercover crime scene as the crime occurs. Special tool kit included.
VIDEO SURVEILLANCE OPERATIONS II is a 40 plus hour advanced program of instruction on how to select, conceal and use the proper video and audio surveillance equipment in support of complex criminal investigations and intelligence operations. The program covers advanced video concepts and theory, complemented with a series of hands-on-the-equipment PRACTEX's which will provide each student with realistic training in room installations, vehicle installations; body-worn and carry-in concealment devices; balanced audio recovery systems; spread spectrum audio transmitters; video transmission links; image enhancement; video repeaters; advanced troubleshooting and emergency field repairs.
PHYSICAL SURVEILLANCE OPERATIONS I is a 40 plus hour basic program of instruction which teaches the officer or investigator the how-to's of physical surveillance and countersurveillance operations. The course covers a variety of subjects that are essential to any investigator who will perform surveillance or countersurveillance duties. Specific instruction will be provided on how to plan and conduct fixed, foot and mobile surveillances in urban, suburban and rural areas. PRACTEX's will require the students to participate in a series of foot and vehicle surveillances. Additional instruction will also be provided on RF Direction Finding vehicle tracking systems; tactical radio communication codes; 35-mm photography; and vehicle video systems.
PHYSICAL SURVEILLANCE OPERATIONS II (ELECTRONIC TRACKING) is a 40 plus hour POI which teaches the student how to properly install, conceal and operate various mechanical, Electro-optical, RF and satellite vehicle tracking systems. Considerable time will be spent on various PRACTEX’s using the “new” ground positioning satellite (GPS) systems. This is an intense POI and one that will require the attendees to participate in a series of “real world” ground and airborne surveillance scenarios. Students are encouraged to bring existing tracking systems, regardless of type, or age so they may be taught how to use the equipment already available to them.
PHYSICAL SURVEILLANCE OPERATIONS III (SURVEILLANCE DETECTION & COUNTERSURVEILLANCE) This 40 plus hour POI will teach the participants how to discreetly detect hostile surveillance activities, and once detected will provide each student with a variety of methods and special techniques which will render such activities useless. This POI will focus on various techniques and technical equipment systems presently used by hostile intelligence agencies; foreign police departments and sophisticated organized crime cartels and groups. The students will also be taught how to manipulate, exploit, neutralize, or defeat such systems using special devices and a variety of unique tradescraft techniques.
PHYSICAL SURVEILLANCE OPERATIONS IV (RURAL SURVEILLANCE OPERATIONS) is a 40 plus hour course will focus on the unique specialized techniques required in order for police officers/investigators to successfully conduct traditional and technical surveillance operations in small towns and sparsely populated areas.
WIRE COMMUNICATIONS INTERCEPTS is a 40 hour course specifically designed for the Tactical Military Operator who may need to quickly access and exploit commercial “copper wire” telephone systems in order to place emergency outgoing calls; for use as a CTR transmission link, or medium for other purposes, or in order to intercept, monitor and record specific conversations between two, or more known, or suspected hostile parties.
