COUNTERTERRORISM OPERATIONS
TSS defines Counterterrorism (CT) operations as offensive measures authorized by law that are taken by a law enforcement agency, or officer to respond to a terrorist act, or imminent threat thereof, including those activities necessary to gather information, and prepare threat assessments in support of these measures. COUNTERTERRORISM OPERATIONS I (THREAT ASSESSMENT) This 40 plus hour physical security threat assessment course is the cornerstone to all anti terrorism defensive and protection activities, and will teach the attendee how to properly survey, evaluate, assess and protect public property, facilities and personnel from attacks by terrorist forces, hostile groups, or other criminal organizations. In order to prevent terrorist attacks the responsible authorities must take appropriate actions that will deny, or impede the would-be attackers the opportunity to gain unauthorized access to potential government targets. This program will provide the attendee with that capability. The primary focus of this course will be to provide the student with the in-depth knowledge, special skills and appropriate reference materials by which he, or she can immediately conduct comprehensive anti terrorism physical security inspections/surveys of all types for governmental complexes, facilities and/or buildings. The students will also be taught how to prepare a comprehensive report of survey; conduct post survey briefings, and how to make recommendations to correct any security deficiencies noted. COUNTERTERRORISM OPERATIONS II (TICE) is a 40 plus hour performance-oriented training course which will teach the attendee how to organize, staff, equip and deploy a Technical Intelligence Collection Element (TICE) to the scene of what is believed to be a terrorist act, or hostage-taking situation. The TICE team is a first responder reconnaissance and surveillance survey team intended to rapidly deploy to the terrorist crisis site and immediately begin the process of secretly collecting and reporting specific, as well as spontaneous information/intelligence. TICE personnel provide continuous 360° eyes-on-the-target detecting, locating, identifying and reporting vital information. They seize and control telephone service into, and out of the crisis site, and such other related technical activities as may be directed by the crisis action team (CAT). The attendee will be taught how to use a wide variety of wire and oral intercept devices, long range electro-optical equipment and secure transmission systems to monitor the terrorist incident(s) and/or target site. Each student will also be taught how to design and fabricate several tactical technical audio recovery devices, including a secure hostage telephone(s). All of the technical devices, systems and secure hostage telephone(s) which the attendees build and use are the students to keep. Course manual, investigative electronics tool kit; tactical audio recovery kit; secure hostage telephone system and related accessories are included.
COUNTERTERRORISM OPERATIONS III (ELECTRO-OPTICAL RECONNAISANCE) is a 40 plus hour tactical technical surveillance performance-oriented training course designed to teach the attendee how to conduct extremely discreet and sensitive long-term stationary surveillances of suspected terrorists and/or specific target locations where suspected terrorists are known to be, or thought to meet. The POI will teach the attendee how to use a wide variety of optical devices and electronic imaging systems to secretly monitor the terrorist activities. Considerable instruction time will be devoted to special cover, concealment and camouflage techniques for use in urban and rural surveillance environments, including outer items of apparel that each student will fabricate and keep. They will also be taught how to design, build, covertly install and operate various types of remote controlled devices in order to operate various clandestine surveillance systems at carefully selected concealed surveillance locations, or from inconspicuous unattended parked vehicles.

COUNTERTERRORISM OPERATIONS IV (TROJAN HORSE TACTICS) is a 40 plus hour performance-oriented vehicle installation course that will teach the attendee how to install, and operate various items of electro-optical, audio intercept and RF transmission systems in all types, or kinds of motor vehicles. The primary focus of this program will be installing and concealing electro-optical systems that view outwards away from the vehicle, and audio intercept, recording, and/or transmission equipment that is, pursuant to, and in full compliance with all legal requirements and/or court-orders, technically and operationally capable of intercepting conversations between suspected terrorists and other conspirators. All of the installation techniques revealed will utilize successfully proven clandestine concealment methods and techniques to minimize the chance of accidental detection and compromise. Course manual; special vehicle installation tool kit; tactical audio intercept system; audio/video switching unit, and DTMF remote control unit are included.
COUNTERTERRORISM OPERATIONS V (CLANDESTINE VEHICLE EXPLOITATION) is a 40 plus hour performance-oriented training program that will teach the attendee, pursuant to a valid court order, how to surreptitiously enter U.S. domestic, European and Asian made motor vehicles for the purpose of installing clandestine surveillance equipment. The students will be taught how to “read” vehicle identification numbers (VIN); how to use special purpose vehicle opening tools; reveal special methods and techniques to use to obtain properly cut keys; how to disable, or by-pass vehicle intrusion detection systems, and disclose esoteric methods to gain access to the interior of a locked/alarmed vehicle. In those instances where special operational factors preclude surreptitious entries, the students will learn how to exploit and use exterior parts, accessories and components to install and conceal surveillance devices. The attendees will also be taught how to penetrate the interior passenger compartment without gaining “normal” entry; how to locate, access, and use parasitic 12VDC power connections and “tie-ins” to power-up and operate electronic surveillance systems; how to design, fabricate, and install special devices which can be remotely operated to “kill” the vehicle electronics and disable the engine; how to remotely lock, and unlock the doors, and how to remotely turn on, or off virtually any OEM, or after market “add-on” accessory that is powered by the target vehicles internal 12VDC power supply. Course manuals; vehicle entry tools; special vehicle installation tool kit; and other related devices are included.
