ANTITERRORISM MEASURES

TSS defines Antiterrorism (AT) as measures that are taken, or employed by a government entity, or law enforcement agency to reduce the vulnerability of their particular jurisdiction, or political subdivision thereof including persons, places and things from terrorist acts; to be defensive; to protect against. The TSS series of AT programs have been designed for those law enforcement personnel who are charged with, or responsible for designing and implementing defenses for, and protection from terrorist acts.

ANTITERRORISM MEASURES I (DAME) is a 40 plus hours performance-oriented training course which will teach the attendee how to inspect evaluate and physically test locks and locking devices that are used to secure and protect public facilities, buildings and other sensitive assets from terrorist attack. This is a “hands-on-the-locks” course which will teach the student how covert, surreptitious and clandestine entries are planned and conducted by terrorists and other criminal groups. The students will be taught how to manually manipulate, by-pass and neutralize all types of locks typically used to protect against unauthorized entry. Upon completion of this POI each graduate will be able to evaluate the exact level of security provided by the locks and locking devices being used in their jurisdictions. There is no better way to demonstrate the inherent weaknesses of specific locks and so-called high security locking devices than to be able to quickly “open” them without the properly cut key, or secret combination. The sensitive entry techniques taught in this POI are the same esoteric methods that members of a terrorist cell will attempt to use during terrorist penetration attacks. Course manuals, defense against methods of entry (DAME) tool kit and related accessories are included.

ANTITERRORISM MEASURES II (IDS TESTING AND EVALUATION) is a 40 plus hour intrusion detection system (IDS) program of instruction (POI) designed to teach the attendee how to properly evaluate existing intrusion detection alarm and sensor systems to ensure that they are operating properly as designed; providing proper zone area coverage, and is actually capable of detecting and reporting indications of unauthorized penetrations, or attempted access. This performance-oriented course will also expose the attendee to various techniques, methods and tactics that a terrorist force will deploy and attempt to use to bypass, and/or defeat various types of IDS sensors and electro-optical surveillance devices. It will also include a series of practical exercises where the students will actually penetrate properties and sites that are protected with typical intrusion detection systems. The graduate of this POI will have the in-depth knowledge and the hands-on technical skills to be able to constantly examine, test and evaluate the IDS in his, or her jurisdiction. Course manuals, alarm test and inspection kit and related accessory items are included.

ANTITERRORISM MEASURES III (EXECUTIVE/SUPERVISORY SEMINAR) is a five day, 40 hour executive and supervisory corporate/law enforcement conference which uses the same general principles and skills taught in the TSS Antiterrorist Measures (ATM) I and II Counterterrorist Operations I courses and applies them to private business locations and public entertainment and commercial complexes which traditionally have multiple entrances to facilitate customer access/egress and tend to attract large groups of individuals and customers during normal operating hours. This POI stresses the policies, interaction and cooperation that is both necessary and essential between law enforcement, private security services and the owners, management and employees of the commercial, and/or entertainment enterprises affected. This is a complex “in-your-face” critical issue which has real suicide bomber, and other dynamic terrorist threat potential that requires the immediate attention of law enforcement agencies and task force personnel nationwide. The TSS instructors assembled to conduct this POI are all recognized experts and specialists in law enforcement, explosive ordnance detection, identification and disposal; business; contract security services; corporate security operations; threat assessment, risk management, and other related fields. Course texts and other materials are included.

ANTITERRORISM MEASURES IV (SPECIAL SYPOSIUM) is a three day, 24 hour symposium which deals with, and addresses the unique problems involved with protecting large corporate complexes, or industrial facilities which are located within, or are adjacent to political jurisdictions with limited law enforcement and emergency response resources, personnel, assets and/or capabilities. This POI will address specific issues of immediate concern to both sectors, and will teach the attendees how they can jointly develop responsible policies, procedures, and contingency plans to protect from, or respond to the threat of terrorist attacks. The instructors for this course are all senior law enforcement personnel, private security managers, and corporate executive officers, who have been confronted with this situation and have jointly developed plans to deal with a wide variety of potential threats, and related issues. All program manuals and supplies are included.
